The author proves the existence of a discrete complex-valued spectrum of \\(L_q\\), in a Sobolev space of \\(L^2(T)\\), where \\(L_q\\) is the perturbed heat operator associated with the KPII and \\(T\\) is the torus \\([0, 2]\\times [0, 2]\\). He then proves that the set of eigenvalues of \\(L_q\\) form a complete set of functionals along the KPII flow. A relation between these functionals and the ones found by \\textit{A. S. Fokas} and \\textit{P. Santini} [Stud. Appl. Math. 75, 179-185 (1986; Zbl 0613.35073)] is established. This leads, in parallel to the work done by P. Lax on KdV, to the proof of compactness of the isospectral set in \\(L^2_0(T)\\), where \\(L^2_0(T)\\) is \\(L^2(T)\\) restricted to functions with mean zero in
