In an earlier paper [\\textit{V. N. Chugunov}, Zh. Vychisl. Mat. Mat. Fiz. 52, No. 2, 209--213 (2012); translation in Comput. Math. Math. Phys. 52, No. 2, 198--202 (2012; Zbl 1249.15036)] the author divided the problem into four subproblems, one of which is the case where both \\(A-A^{t}\\) and \\(B-B^{t}\\) are circulant matrices. The main theorem of the current paper is: If \\(A-A^{t}\\) and \\(B-B^{t}\\) are both circulants then \\(A+BP_{n}\\) is normal if and only \\(A\\) and \\(B\\) are themselves circulants and
