One of them uses the warping function and the other one uses the torsional stress function. However, both of them are reduced to the boundary value problems of the Laplace equation. The warping function method is a displacement method and is reduced to the Neumann problem. On the other hand, the stress function method is a stress method and is reduced to the Dirichlet problem. In practical applications, only either of these two methods is sufficient to obtain the stress distributions.    In the present paper, the charge simulation method (CSM) [\\textit{S. Murashima}, \\textit{Y. Nonaka} and \\textit{H. Nieda}, Boundary elements, Proc. 5th int. Conf., Hiroshima 183, 399-344 (1983; Zbl 0541.73098)] is applied to solve either of these two kinds of boundary value problems. CSM is convenient to solve the Neumann or Dirichlet problem, because it does not need the numerical integration and it is reduced to the simple problem of superposition of principal solutions. Some numerical results are shown for the solid bars of square, drill-shaped and airfoil-shaped cross sections and the hollow bars of square cross section with a central circular
