The author introduces a general notion of quantum universal enveloping algebroids or quantum groupoids in view of a unification of quantum groups and star-products. First some basic properties are studied, among them the twist construction and classical limits. It is shown that a quantum groupoid gives rise to a Lie bialgebroid as a classical limit. The converse is only a conjecture which assumes the existence of a quantization for any Lie bialgebroid. The author proves this conjecture in the case of regular triangular Lie bialgebroids. The theoretical part is supplemented by applications among them an interpretation of the quantum dynamical Yang-Baxter equation in terms of Hopf algebroids. At the end of the paper there is a short list of open problems. A part of the results of this paper have been announced by the author in C. R. Acad. Sci., Paris, Sér. I, Math. 326, 289-294 (1998; Zbl 0911.17012); ibid. 328, 327-332 (1999; Zbl 0939.17013).
