    A system of vectors in a Hilbert space \(H\) is a Riesz basis for \(H\) if there is an automorphism of \(H\) carrying the system onto an orthonormal basis for \(H\). The paper under review presents several results which involve Riesz bases either in themselves or in their proofs (or both). The first theorem, proved independently by \textit{M. Horvath} [Ann. Univ. Sci. Budap. Rolando Eötvös, Sect. Math. 33, 31--38 (1990; Zbl 0779.35064)], uses in its proof (in this paper) lemmata ensuring that perturbing in certain ways a Riesz basis for \(L^ 2([0,T],\mathbb{C}^ N)\) consisting of vector-valued exponential functions results again in a Riesz basis. It is the only theorem in the paper that can be stated without lengthy preparation, so it is the only one we will state here: If \(0<a,b<\infty\), if \(\Omega=(0,a)\times(0,b)\subset\mathbb{R}^2\), and if \(U\) is the vector space of all functions \(u(t,x,y)\in C(\mathbb{R}\times\overline{\Omega})\cap C^\infty(\mathbb{R}\times\Omega)\) that satisfies \(u_{tt}=\Delta u\) on \(\mathbb{R}\times\Omega\) and \(u=0\) on \(\mathbb{R}\times\partial\Omega\), then for any distinct points \(P_1,\ldots,P_N\) of \(\Omega\), the set of functions from \(\mathbb{R}\) to \(\mathbb{C}^N\) of the form \(t\to(u(t,P_1),\ldots,u(t,P_N))\) is a dense subset of \(C^\infty(\mathbb{R},\mathbb{C}^N)\). After proving this, the author reviews and extends the theory of Blaschke-Potapov products developed by \textit{V. P. Potapov} [Tr. Mosk. Mat. O.-va 4, 125--236 (1955; Zbl 0066.06002)], then applies the theory to prove an extension of the Levin-Golovin basis theorem [\textit{B. Ya. Levin}, Zap. Mat. Otd. Fiz.-Mat. Fak. Kharkov. Univ. 27, No. 4, 39--46 (1961)]. [For part II see the review Zbl 0760.46012 below].
