The authors characterize commutative rings with 1 over which any \(n\times n\) matrix \(A\) can be written as \(LUM\), where \(L\), \(M\) are lower triangular, \(U\) is upper triangular and \(L\) and \(U\) have all their diagonal entries 1. The paper contains the sections of Introduction; converse of \textit{L. N. Vaserstein} and \textit{E. Wheland}'s theorem [ibid. 142, 263-277 (1990; Zbl 0713.15003)]; Hermite rings and The main theorem.
