    For a continuous action of a second-countable, locally compact group, the authors study the extent to which this action may fail to be proper. Stability subgroups are used to define new notions of \textit{strength of convergence} in the orbit space and of \textit{measure accumulation} along orbits. By using the representation theory of the associated crossed product \(C^*\)-algebra, the authors show that these notions are equivalent under certain conditions.
