Lie introduced pseudogroups aiming at the decision of equivalence via differential invariants. Two streams followed Lie's ideas. One is the approach via coframe initiated by Cartan. The other is \textit{E. Vessiot}'s [Ann. de l'Éc. Norm. (3) 20, 411--451 (1903; JFM 34.0183.02)], which was rediscovered by \textit{J. F. Pommaret} [Systems of partial differential equations and Lie pseudogroups. With a preface by Andre Lichnerowicz. Mathematics and its Applications. Vol. 14. New York-London-Paris: Gordon and Breach Science Publishers (1978; Zbl 0401.58006)]. The final aim of the author is to bring Vessiot's approach to the same level as Cartan's. The principal result of this paper is a local characterization of formal integrability for transitive jet groupoids in terms of their corresponding geometric objects.
