Given a semigroup \(T_ 0(t)\) one can define a family of cumulative output operators \(V_ 0(t)\) and a family of step response operators \(U_ 0(t)\). A ``perturbed'' semigroup \(T(t)\) can be obtained via the unique solution of a Stieltjes renewal equation --- involving either \(V_ 0(t)\) or \(U_ 0(t)\). The perturbation theory, in this case, is not based on perturbation of the infinitesimal generator of the semigroup. Results are then applied to problems of structured population dynamics.
