The main purpose of the present paper is to study the dynamical properties of the integro-differential equation \[ \begin{aligned} (\partial_t+\omega\cdot\nabla_x-\partial_s) F(t,x,\omega,s,h)&= \int_{1}^1 2P(2s,h|h') F(t,x,R[\theta(h')]\omega,0,h')\,dh',\\ F(0,x,\omega,s,h)&= f^{\text{in}}(x,\omega)\int_{2s}^\infty\int_{-1}^1P(\tau,h|h')\,dh'\,d\tau, \end{aligned} \] where \(f^{in}\) be any continuous, compactly supported probability density on \(\mathbb R^2\times\mathbb S^1\), the notation \(R[\theta]\) designates the rotation of an angle \(\theta\), \((x,\omega,s,h)\) runs through \(\mathbb R^2\times\mathbb S^1\times\mathbb R_+^*\times]-1,+1[\), by \(P(\tau,h|h')dh'd\tau\) is denoted the transition probability and \( \theta(h)=\pi-2\arcsin(h)\): identifying its equilibrium states, proving a \(\mathbb H\) theorem and discussing the speed of approach to equilibrium in the long time limit.
