The authors prove that the following set is open: the collection of all fiber-bunched $\mathrm{SL}(2, {\mathbb R})$-valued Hölder cocycles with nonvanishing Lyapunov exponents over a volume-preserving, accessible and center-bunched partially hyperbolic diffeomorphism. This is no longer true if one does not assume accessibility in the base dynamics.
