The author follows the Lax-Wendroff's approach and presents a new third order finite difference scheme for the solution of initial value problems for hyperbolic conservation laws. The advantage of the scheme is that it can be used for larger time steps, as compared with the Lax-Wendroff scheme. The scheme is proved to be stable for initial and initial boundary value problems for the linear case. The total variation diminishing (TVD) technique of making the third order scheme oscillations free is carried out. The author further extends the TVD scheme to two dimensional problems. The extension of the TVD scheme to nonlinear system of equations is illustrated by solving shallow water equations. Numerical results are presented and compared with exact solutions and other methods.
