Let Q be a completely 0-simple semigroup. Write \(a^{-1}\) for \(a\in Q\) iff \(a^ 2\neq 0\) and \(a^{-1}\) is the inverse of a in the \({\mathcal H}\)- class \(H_ a\), which is a group by \(a^ 2\neq 0\). Let S be a subsemigroup of Q. Then Q is called a semigroup of left [right] quotients of S iff each \(q\in Q\) can be written as \(q=a^{-1}b\) \([q=cd^{-1}]\) for some a,b,c,d\(\in S\), and Q is called a semigroup of quotients of S iff both is the case. Clearly, the corresponding concepts can be defined for a completely simple semigroup Q. The hard to prove main theorem Thm. 4.1 gives conditions for a semigroup S which are necessary and sufficient such that S has a completely 0-simple semigroup Q of quotients. These conditions (which imply \(S=S^ 0)\) have already been sketched in the review Zbl 0574.20047 of [\textit{J. Fountain}, \textit{V. Gould}, Contributions to general algebra 3, Proc. Conf., Vienna 1984, 115-124 (1985)], a continuation of the paper to be reviewed here. Thm. 4.1 yields similar statements Thm. 6.1 [Prop. 6.2, Prop. 6.3] for a semigroup \(S\neq S^ 0\) to have a completely simple semigroup [a rectangular group, a left group] Q of quotients. In all these cases the semigroup Q of quotients is (up to S-isomorphisms) uniquely determined by S, which need not be true if only semigroups Q of right quotients are considered ({\S}3). Among other results, completely 0-simple and simple semigroups Q of quotients with commutative subgroups are considered in {\S}5 and {\S}7. Finally, in {\S}8, Rees matrix semigroups S over a reversible cancellative semigroup C are investigated in this context, generalizing the case where C is commutative and cancellative as considered in [\textit{M. Petrich}, Lectures on Semigroups (1977; Zbl 0353.20048), III.5] and in [\textit{J. J. Streilein}, Trans. Am. Math. Soc. 208, 127-140 (1975; Zbl 0313.20034)].
