A motivation for this paper is a classical fact stating that if \(X\) is a continuous, based functor from the category of finite CW-complexes to the category of topological spaces that takes homotopy pushouts to homotopy pullbacks then \(X\) defines an \(\Omega\)-prespectrum \(\{X(S^{n})\}\). The author develops an analog of this result in the equivariant setting. He shows that if \(G\) is a compact Lie group and \(Z\) is a continuous functor from the category of based finite \(G\)-CW complexes to the category of based \(G\)-spaces then \(Z\) represents an \(\Omega\)-\(G\)-prespectrum if \(Z\) takes \(G\)-homotopy pushouts to \(G\)-homotopy pullbacks and satisfies an additional condition requiring compatibility with Atiyah duality for the orbit spaces \(G/H\). This result is also given an interpretation in the language of model categories, building on the work of \textit{M. A. Mandell, J. P. May, S. Schwede} and \textit{B. Shipley} on categories of diagram spectra [Proc. Lond. Math. Soc., III. Ser. 82, No.~2, 441--512 (2001; Zbl 1017.55004)].
