The authors consider surfaces \(Z\) homeomorphic to the plane with complete, possibly singular Riemannian metrics. In the case \(\int_Z K^+< 2\pi-\varepsilon\) for the positive and \(\int_Z K^-< c\) for the negative part of the integral curvature, \(Z\) is \(L\)-bi-Lipschitz equivalent to \(\mathbb{R}^2\) with \(L\) depending only on \(\varepsilon> 0\) and \(C> 0\). This implies a conjecture of J. Fu. The proofs of the theorems are written nicely.
