The following theorem is proved: Let \(G\) be a doubly transitive permutation group operating on a set \(A\), and suppose that for \(\alpha\in A\) the stabilizer \(G_ \alpha\) is a commutative group. Then \(G\) is isomorphic to the affine group of a field \(P\) the elements of which are exactly all the transformations \(\pi(a,b)\), where \(a,b\in P\), \(b\neq 0\), defined by \(x\pi(a,b)=a+bx\) for all \(x\in P\). From this theorem immediately follows that the problem previously posed by \textit{Ya. P. Sysak} [see Problem 10.63 in Kourovka Notebook, Unsolved problems in the theory of groups (1986; Zbl 0625.20001)] concerning the existence of doubly transitive groups with infinite cyclic stabilizers can be answered negatively. The author concludes the note posing a similar problem concerning the existence of sharply doubly transitive permutation groups having nontrivial commutative normal subgroups.
