This paper deals with the spectral problem \( - y'' + q(x) y = \lambda^2 y\), \(y(0) =0\), \(y'(a) + (i\alpha \lambda + \beta) y(a) =0\), with \(\alpha >0\) and \(\beta\) is real. For \(\alpha =1\) and \(\beta =0\), this is the classical Regge problem [\textit{T. Regge}, Nuovo Cimento, X. Ser. 9, No. 3, 491-503 (1958; Zbl 0081.43002)] which arises from the description of scattering by a finite potential. The authors give a complete solution to the spectral problem for \(\beta \neq 0\) and prove a uniqueness theorem. They solve the inverse problem using the Gelfand-Levitan-Marchenko technique for potentials from \(L_2(0, a)\) when the spectrum is known. Some results are even new for the original Regge problem when \(\beta =0\).
