    The author solves the Helmholtz equation on an exterior domain in the plane. A circle is drawn about the obstacle and a Bessel function expansion is used to relate the solution and its normal derivative on the circle. With the relationship as a boundary condition the problem is solved using finite elements on the bounded domain. An error estimate is proved and some numerical results presented.
