    Let X be a connected noncompact two-dimensional complex manifold possessing a \(C^{\infty}\) plurisubharmonic exhaustion function \(\Phi\). Assume that X has no exceptional compact curves of the first kind and that the only holomorphic functions on X are the constants. The author is interested in whether there are nonconstant meromorphic functions on X. The main results are as follows. If X possesses a nonconstant meromorphic function, then each sublevel set \(X_ c=\{x\in X| \Phi(x)<c\}\) carries a positive line bundle, hence can be realized as a locally closed subspace of a complex projective space. If X contains no exceptional compact curves, then the following are equivalent: (1) X possesses a nonconstant meromorphic function, (2) X carries a holomorphic line bundle that is positive on every sublevel set \(X_ c\), (3) X can be realized as a locally closed subspace of a complex projective space.
