The main objects of the paper under review are toric varieties \(V_K(I_D)\) and toric sets \(\Gamma_K(D)\) arising from an arbitrary integral \(m\times n\)-matrix \(D=(b_{i,j})\) with no zero columns. Here \(K\) is an arbitrary field and \(I_D\) is the toric ideal associated to \(D\), defined as the kernel of the \(K\)-algebra homomorphism \(K[x_1, \dots , x_n]\to K[t_1, \dots ,t_m, t_1^{-1}, \dots t_m^{-1}]\) sending \(x_i\) to \({\mathbf {t^{b_i}}}:=t_1^{b_{1,i}}\dots t_m^{b_{m,i}}\) for each \(i=1,\dots n\). With this notation, the toric variety \(V_K(I_D)\) is defined as the variety of common zeroes of \(I_D\) (it is not necessary normal), and the toric set \(\Gamma_K(D)\) is defined as the set of points of the affine space \(K^n\) which can be expressed in the form \({\mathbf {(t^{b_1},\dots ,t^{b_n})}}\) for some set of parameters \({\mathbf t}=(t_1,\dots ,t_n)\in K^n\). Different integral matrices may give rise to the same toric variety but may have different toric sets. The authors are interested in getting criteria, in terms of \(D\), for \(\Gamma_K(D)=V_K(I_D)\). This continues the work of \textit{E.~Reyes, R.~Villareal}, and \textit{L.~Zárate} [Linear Algebra Appl. 318, 173--179 (2000; Zbl 0986.14032)] as well as an earlier paper of the authors [J. Pure Appl. Algebra 181, 75--83 (2003; Zbl 1071.14054)] where the problem was considered in the case of an algebraically closed ground field. The main result of the paper under review (Theorem 3.3) provides such a criterion consisting of two conditions. One of this conditions can always be satisfied by replacing \(D\) with another integral matrix \(M\) defining the same toric variety. The same can be done with the second condition provided the toric variety under consideration is normal. The authors give an example when this can be done even with a non-normal variety.
