    The authors develop an asymptotic expansion for the steady state voltage potential in the presence of a conductivity inclusion with small volume that is close to a planar interface. Although a more general formula (for a non-planar interface) has been derived in reference [\textit{H. Ammari, M. Asch}, and \textit{H. Kang}, Boundary voltage perturbations caused by small conductivity inhomogeneities nearly touching the boundary, Adv. Appl. Math (to appear)], the authors bring new insights into the interaction between the inclusion and the interface by studying the simpler configuration. One remarkable item is the introduction and use of half-space polarization tensors in the two main results of the paper, Theorems 4 and 5, and the comparison of these results with the more general formula which appears in Ammari (loc. cit.) in the text.
