The paper is devoted to the functional analytic properties of almost periodic operators in \(l_1\) given by infinite column-stochastic matrices. A bounded linear operator \(\mathbb{A}\) on a Banach space \(X\) is called almost periodic if the set \(\{\mathbb{A}^n\mid n\in\mathbb{N}_0\}\) is relatively compact in the strong operator topology. In the paper, the almost periodicity is analyzed for operators given by infinite column-stochastic matrix on \(X=l_1\). Some equivalence assertions are proved. Section 2 is devoted to the irreducible case. In Section 3, the general case is considered and it is proved that almost periodicity of \(\mathbb{A}\) means that \(\mathbb{A}\) can be written in the form \[ \mathbb{A}=\begin{pmatrix} A & B \\ 0 & D \\ \end{pmatrix}, \] where \(A\) is a direct sum of countably many irreducible almost periodic stochastic matrices \(A_j\), and \(D^n\to 0\) strongly. Finally, some applications to flows in infinite networks are discussed.
