    Let c be a linear functional acting on the linear space of polynomials. A sequence of polynomials \(U_ n=x^ n+...\quad (n=0,1,2,...)\) is quasi- orthogonal of order \(q-1\) with respect to the functional c if \(c(x^ kU_ n)=0\) for \(k\leq n-q,\) i.e., \(U_ n\) is orthogonal to all polynomials of degree at most \(n-q.\) \textit{T. S. Chihara} [Proc. Am. Math. Soc. 8, 765-767 (1957; Zbl 0078.256)] has shown that quasi-orthogonal polynomials satisfy a three-term recurrence relation with polynomial coefficients. In this paper a converse is shown: if a sequence of polynomial coefficients (with some particular properties) is given, then the polynomial solution of the recurrence relation is quasi-orthogonal of order 1 with respect to some linear functional c which is uniquely determined by \(c(x^ 0)=c_ 0\).
