In the first part of the paper the authors prove a family of Hardy-Rellich inequalities with optimal constants and additional boundary terms. In the second part of the paper these inequalities are used to study the regularity of extremal solutions of biharmonic Gelfand-type equations under Steklov boundary conditions.
