    The article considers the construction of social welfare functions when the set of alternatives is the two-dimensional non-negative orthant. Individual and social preferences are linear and strictly monotonic. The classes of social welfare functions are shown to be formally equivalent to the classes of strategy-proof or Nash implementable social choice functions characterized by Chichilnisky and Heal in 1979: i.e. locally constant or dictatorial a.e.
