\textit{B. Grünbaum} [Aequationes Math. 16, 1-20 (1977; Zbl 0381.51012)] investigated a new type of regular polyhedra which consist of a discrete (finite or infinite) subset of points in the euclidean space as vertices, a set of edges, and a set of skew or planar polygonal faces. \textit{A. Dress} [Aequationes Math. 29, 222-243 (1985; Zbl 0588.51022)] gave a complete enumeration of this new regular (i.e. flag-transitive) polyhedra. The present note gives necessary conditions for such generalized polyhedra to be simultaneously vertex-transitive and edge- transitive. These conditions allow the complete classification of such ``half-regular'' polyhedra and of fully-transitive polyhedra. The extensive enumeration will appear in further parts of this report.
