The authors prove that in dimensions 3 and 4 there are many functions which are very near to constant one in the strong norm and which satisfy the Kazdan-Warner type condition, but nevertheless are not scalar curvature functions of any metric pointwise conformal to the standard metric on \(S^n\). For earlier papers published along this line, one may look at \textit{X. Xu} and \textit{P. C. Yang} [Trans. Am. Math. Soc. 336, No. 2, 831-840 (1993; Zbl 0823.53034)] and \textit{W. Chen} and \textit{C. Li} [Commun. Pure Appl. Math. 48, No. 6, 657-667 (1995; Zbl 0830.35034)].
