A link is called \textit{Brunnian} if all of its proper sublinks are trivial. In this paper, the authors give a classification of \(n\)-component Brunnian links up to \(C_n\)-moves. The main theorem is as follows: Theorem. Two \(n\)-component Brunnian links are \(C_n\)-equivalent if and only if they are link-homotopic. Two links are link-homotopic if they are transformed into each other by a finite sequence of self crossing changes and ambient isotopies. Note that \textit{J. W. Milnor} [Ann. Math. (2) 59, 177--195 (1954; Zbl 0055.16901)] classified Brunnian links up to link-homotopy using the \(\mu\)-invariant.
