Let \(\Omega\) be a bounded Lipschitz domain in \(\mathbb{R}^d\) with \(d\geq 2\). For \(1< p<\infty\) let \(WA^{k,p}(\partial\Omega)\) be the completion of \[ \{\dot f= (f_\alpha)_{|\alpha|\leq k}= (D^\alpha f|_{\partial\Omega})_{|\alpha|\leq k}: f\in C^\infty_0(\Omega)\} \] with respect to the scale invariant norm \[ \|\dot f\|_{k,p}= \sum_{|\alpha|\leq k} |\partial\Omega|^{(k-|\alpha|)/(1- d)}\| f_\alpha\|_{L^p(\partial\Omega)}. \] Dirichlet problems of the following form are considered. \((D)_{k,p}\): Given \(\dot f\in WA^{k,p}(\partial\Omega)\) find a function \(u\) such that \(\Delta^2u= 0\) in \(\Omega\) and \(D^\alpha u= f_\alpha\) for \(|\alpha|\leq k\), the restriction being taken in a nontangential sense. With \({1\over p}+{1\over q}= 1\), it is proved that \((D)_{1,q}\) is uniquely solvable if and only if \((D)_{2,p}\) is uniquely solvable. The latter problem is referred to as the regularity problem. The unique solvability of each of these problems is shown to be equivalent to an apriori estimate for a related bilinear form. This duality relationship, together with known results on the Dirichlet problem, leads to new results on \(L^p\)-regularity for \(d\geq 4\).
