      We reuse Calderón preconditioning across shape perturbations for boundary-element discretizations of Maxwell's equation by freezing the dual-mesh operator and transporting its degrees of freedom exactly via combinatorial alignment. This yields mesh-independent, uniformly stable spectral preconditioning with a bi-parametric bound that remains valid in the stochastic Galerkin dimension, and numerical experiments show substantial speedup vs fresh assembly.
