A system of open circular discs of radius r is a k-fold packing if any point of the plane is contained in at most k discs. For \(q<k\) the q- closeness of such a system is the supremum \(e_{k,q}(r)\) of the radii of circles contained in the subset of the plane which is covered at most q times. Let \(\epsilon_{k,q}(r)\) be the infimum of \(e_{k,q}(r)\) extended over all such systems [\textit{L. Fejes Tóth}, Publ. Math., Debrecen 23, 324-326 (1976; Zbl 0357.52010), \textit{J. Horváth}, Beitr. Algebra Geom. 16, 139-172 (1983)]. The author shows that \(\epsilon_{3,0}(1)=0\), \(\epsilon_{3,1}(1)=(28/27)^{1/2}-1\) and \(\epsilon_{4,0}(1)=\epsilon_{4,1}(1)=\epsilon_{4,2}(1)=0\).
