Abstract: Explicit formulae are given for a type of Battle-Lemari'{e} scaling functions and related wavelets. Compactly supported sums of their translations are established and applied to alternative norm characterization of sequence spaces isometrically isomorphic to Nikolskii-Besov spaces on R.
