Abstract: The effective chiral Lagrangian in both nonlocal form LECCL and standard local form LECL are derived in QCD using the confining kernel, obtained in the vacuum correlator formalism. As a result all coefficients of LECL can be computed via Green's functions. In the p2 order of LECL one obtains GOR relations and quark decay constants fa are calculated a=1,...8, while in the p4 order the coefficients L1,L2,L3,L4,L5,L6 are obtained in good agreement with the values given by data. The chiral quark model is shown to be a simple consequence of LECCL with defined coefficients. It is demonstrated that LECCL gives an extension of the limiting low-energy Lagrangian LECL to arbitrary momenta.
