Abstract: Let be a complete non-compact Riemannian manifold. We consider operators of the form , where is the non-negative Laplacian associated with the metric , and a locally integrable function. Let be a Riemannian covering, with Laplacian and potential . If the operator is non-negative on , then the operator is non-negative on . In this note, we show that the converse statement is true provided that is a co-amenable subgroup of .
