Abstract: Let be an excellent normal domain of dimension two. We define an -primary ideal to be a -ideal if the Rees algebra is a Cohen-Macaulay normal domain. When contains an algebraically closed field then Okuma, Watanabe and Yoshida proved that has -ideals and furthermore product of two -ideals is a ideal. In this article we show that if is an excellent normal domain of dimension two containing a field of characteristic zero then also has -ideals. Furthermore product of two -ideals is .
