Abstract: We study fully ramified actions of the elementary abelian p group of rank kgeq1, on surfaces of genus g, obtaining explicit counts of topological equivalence classes via a combinatorial approach. For rank k>1, we introduce the {it partition type} of an action, which encodes, in the form of an additive partition, the number of points fixed by each non-trivial cyclic subgroup. Our results are complete in principle for all groups of rank 1 and 2. We tabulate results (as polynomials in p) for rank 2 actions with orbit genus 0 and up to six branch points.
