Abstract: A property of smooth convex domains is that if two points on the boundary are close to each other, then their normal vectors point roughly in the same direction and this direction is almost orthogonal to (for `nearby' and ). We prove there exists a constant such that if is a bounded domain with boundary , then int_{partial Omega imes partial Omega} frac{left|leftlangle n(x), y - x

angle leftlangle y - x, n(y)

ight| }{|x - y|^{n+1}}~d sigma(x) dsigma(y) geq c_n |partial Omega| and equality occurs if and only if the domain is convex.
