Abstract: Given a discrete (resp. profinite) group , we define to be the smallest number of cyclic (resp. procyclic) subgroups of whose conjugates cover . In this paper we determine all residually finite discrete groups with finite NCC and give an almost complete characterization of profinite groups with finite NCC. As a consequence we can show, for example, that for any and any prime the number of finite -groups with more than generators and is finite.
