Abstract: We present a simple proof for Conjecture B in [7]. The critical points of the total scalar curvature functional restricted to the space of metrics with constant scalar curvature and unitary volume are known as CPE metrics. Arthur L. Besse conjectured in 1987 that the CPE metric is always Einstein. We prove that there are no compact oriented stable minimal surfaces on a three-dimensional CPE metric. Consequently, a three-dimensional CPE metric is isometric to the round sphere, under the condition that Ker(Rg'ast)eqemptyset.
