Abstract: A pseudo-homogeneous tiling of a surface is a tiling satisfying the property that the tuple of integers determined by the number of sides of the tiles surrounding each vertex is the same up to a permutation. We develop a systematic method to classify all tuples for which there exist a pseudo-homogeneous tiling of the hyperbolic plane. This, in turn, provides a complete and explicit answer to the question whether a given set of regular polygons tile (edge-to-edge) the hyperbolic plane. As a by-product, we obtain the first known example of a weakly aperiodic set of regular polygons. Further, we produce an infinite family of single weakly aperiodic convex tile with rational inner angles.
