Abstract: In this paper, we define a function on Alexandrov space , which measures the extent to which the metric of is locally at the point . The measure on is the counterpart of the curvature measure on smooth manifolds. In particular, we have that every point in the -singular set is not locally . The larger is, the more bending the space would look like near . Examples demonstrate that can have co-dimension 1. We prove that this is the worst that can be. Moreover, we show that for any -dimensional Alexandrov space with curv and . This leads to the Hausdorff dimension estimate , and the Hausdorff measure estimate , where . These results provide quantitative estimates of -singular points in Alexandrov spaces and make progress on Naber's conjecture on the convergence of curvature measures. We also show that if -dimensional Alexandrov spaces Gromov-Hausdorff converge to a smooth manifold without collapsing, then as a measure.
