Abstract: In this paper, we define a function mathcalK(x)ge0 on Alexandrov space X, which measures the extent to which the metric of X is locally C2 at the point x. The measure mathcalK(x),operatornamedmathcalHn1 on X is the counterpart of the curvature measure scal, operatornamedvolg on smooth manifolds. In particular, we have that every point in the C2-singular set mathcalKS(X)=xinXcolonmathcalK(x)>0 is not locally C2. The larger mathcalK(x) is, the more bending the space would look like near x. Examples demonstrate that mathcalKS(X) can have co-dimension 1. We prove that this is the worst that can be. Moreover, we show that intBr(p)mathcalK(x),operatornamedmathcalHn1lec(n,kappa,u)rn2 for any n-dimensional Alexandrov space (X,p) with curv gekappa and operatornameVolleft(B1(p)ight)geu>0. This leads to the Hausdorff dimension estimate dimmathcalH(mathcalKmathcalS(X))len1, and the Hausdorff measure estimate mathcalHn1left(mathcalKmathcalSepsilon(X)capBright)leepsilon1cdotc(n,u)rn2, where mathcalKSepsilon(X)=xinXcolonmathcalK(x)geepsilon. These results provide quantitative estimates of C2-singular points in Alexandrov spaces and make progress on Naber's conjecture on the convergence of curvature measures. We also show that if n-dimensional Alexandrov spaces Xi Gromov-Hausdorff converge to a smooth manifold without collapsing, then mathcalKi,operatornamedmathcalHn1o0 as a measure.
