Abstract: Motivated by the question of properness of the moduli space of stable surfaces in mixed characteristic, we study the gluing problem for stable families of lc surfaces over a mixed characteristic DVR. We prove that the quotient exists, and give sufficient conditions for the the fibers of the quotient to be the quotients of the fibers.
