Abstract: The main result of this paper shows that, if g(t) is a complete non-singular solution of the normalized Ricci flow on a noncompact 4-manifold M of finite volume, then the Euler characteristic number chi(M)geq0. Moreover, chi(M)eq0, there exist a sequence times tkoinfty, a double sequence of points pk,ll=1N and domains Uk,ll=1N with pk,linUk,l satisfying the followings: [(i)] distg(tk)(pk,l1,pk,l2)oinfty as koinfty, for any fixed l1eql2; [(ii)] for each l, (Uk,l,g(tk),pk,l) converges in the Clocinfty sense to a complete negative Einstein manifold (Minfty,l,ginfty,l,pinfty,l) when koinfty; [(iii)] as koinfty.
