    On the local structure theorem and equivariant geometry of cotangent bundles (English)

    The aim of this paper is twofold. On the one hand, in sections 1-4, the author proves a generalization of the so-called Local Structure Theorem [\textit{F. Knop}, Invent. Math. 116, No. 1--3, 309--328 (1994; Zbl 0802.58024); \textit{D. A. Timashev}, Mosc. Math. J. 6, No. 2, 389--404 (2006; Zbl 1124.14045)] for a normal algebraic variety \(X\) on which acts a connected reductive group \(G\). Let \(Q\) be some parabolic subgroup of \(G\); roughly speaking, the local Structure Theorem gives an explicit description of an open subset \(X_0 \subset X\) as the total space of a \(Q\)-homogeneous bundle. The key point of the proof is the construction of a \(Q\)-equivariant map \(\pi_D\) from \(X_0\) to some flag variety, whose fibers are shown to be irreducible.NEWLINENEWLINEOn the other hand, in sections 5-7, the author generalizes a result of \textit{E. B. Vinberg} [Mosc. Math. J. 1, No. 2, 287--299 (2001; Zbl 1045.14020)], already generalized by Timashev in [Zbl 1124.14045], relating the cotangent bundle of \(X\) with the cotangent bundle of the variety \(\mathcal{H}or_X\) parameterizing the ``degenerates horospheres'' in \(X\). More precisely, the author proves that there is a rational \(G\)-equivariant symplectic covering of cotangent vector bundles \(T_{\mathcal{H}or_X}^* \rightarrow T_X^*\), and that the Galois group of this covering is the little Weyl group of \(X\). As an application, the author gives a description of the image of the normalized moment map of \(T_X^*\).
