Abstract: Given a bracket-generating distribution $mathcalD$ on a manifold $M$, we prove that maps from an arbitrary manifold $Sigma$ to $M$, which are transverse to $mathcalD$, satisfy the complete $h$-principle. This settles a question posed by Gromov.
