The past few years have seen the development of a rich theory of exact controllability of classes of second order equations by means of boundary controls, such as wave equations and more general second order hyperbolic equations. This theory, however, fails unless \(\dim\Omega=1\), in the desirable situation where only finitely many boundary controllers act on the system. The goal of this paper is to show that exact controllability fails when \(\dim\Omega\geq 2\).
