Let \(r\in(0,1)\) be given. A covering of the Euclidean plane by closed circles with radii from the set \(\{r,1\}\) will be called an \((r,1)\)- covering, and a similar definition applies to an \((r,1)\)-packing in the plane. Such a covering \(C\) is said to be economical if every circle from \(C\) contains some point of the plane which is not covered by any other circle of \(C\). The author establishes a necessary and sufficient condition on an economical \((r,1)\)-covering to be divisible into a packing of unit circles and an \((r,1)\)-packing. This result is closely related to two preceding papers of the author [ibid. 22, 39-52 (1986; Zbl 0609.52009) and Ann. Univ. Sci. Budap. Rolando Eötvös, Sect. Math. 30, 25-33 (1987; Zbl 0641.52007)].
