Let X be a locally compact space with countable base. A semi-dynamical system on x is a map \(\phi\) : \({\mathbb{R}}_+\times X\to X\) such that \(\phi (0,x)=x\) and \(\phi (s+t,x)=\phi (t+s,x)=\phi (s,\phi (t,x))\) for all \(x\in X\), \(t\geq 0\) and \(s\geq 0\). The deterministic semigroup associated with \(\phi\) is \(P_ t(.,x)=\epsilon_{\phi (t,x)}\), \(x\in X\) and \(t\geq 0.\) Now, if \((P_ t)_{t\geq 0}\) is a deterministic semigroup, it is easy to see that its potential cone E is product-stable (i.e. if x,y\(\in E\) then xy\(\in E).\) It is proved in this article that the product-stability of a cone of potentials E is a characteristic property of deterministic semigroups if and only if X is complete for the order defined by E (i.e. \(x\leq y\) if and only if u(y)\(\leq u(x)\) for every u in E) and x does not have any fine-isolated points. To achieve this, starting with a product-stable cone of potentials, an associated deterministic semigroup is constructed.
