The paper deals with the general aspects of using the parametric transfer functions (PTF) method proposed by the author for the solution to the analysis and synthesis problems for sampled-data systems. The concept of the PTF is used for the construction of a uniform mathematical description of continuous, sampled-data, and hybrid systems. This approach represents an alternative to a special mathematical technique based on the transition to a hybrid state space and a ``lifting'' procedure which has been frequently used in the recent literature in the field. The paper consists of two main parts. In the first part a mathematical description of a multivariable sampled-data system as a linear periodically non-stationary system operating in continuous-time is given. The concepts of parametric transfer function and weight function are introduced and their fundamental properties are discussed. These results are used in the second part of the paper for the determination of the response of sampled-data systems to deterministic and stochastic input disturbances.
