The authors prove convergence in time in \(L^1\) to the equilibrium with same mass for three problems stated in the title of the paper. They consider \(L^2\) and \(L \ln L\) initial data proving in some sense that it is possible to ``multiply'' the equation by some nonlinear functionals. This allows to derive an interesting estimate for the free energy function and to prove its decreasing which is the key of the long time behaviour of solutions. In conclusion, they treat the question of existence of a stationary solution by examining the Poisson-Boltzmann equation.
